West Coast Maritime Training Approved Instructors

1. vgCaptain Virgil Elkinton – (Managing Director of West Coast Maritime Training, Ltd.):

Education: M.S. in Management and Leadership from Western Governors University (2016);

                  M.S. in Human Resources Management from Chapman University (1998);

                  B.S. Nautical Sciences and Marine Transportation, U.S. Merchant Marine Academy (1984).

Current active licenses:

            Master Unlimited Tonnage, Oceans

            Master towing, Oceans endorsement

            Offshore Installation Manager (OIM) -with current well-control cert

            First Class Pilot

            Dynamic Position, Unlimited from the Nautical Institute

            STCW including all current endorsements and compliances

 

2. Captain Todd W. Malloy (USN Retired):

Education: Master of Arts in International Security Affairs, Naval War College, Newport, RI, 2005:

                  Master of Arts in Strategic Planning, Naval Postgraduate School, Monterey, CA, 1991;

                  Bachelor of Science, US Naval Academy, Annapolis, MD, 1981.

Capt. Todd is a true leader and has served our country in various assignments in the Navy. He has commanded several ships, served as deputy commander of a Destroyer squadron, Surface Operations Officer for the Carl Vinson Strike Group, Commanding Officer of the Naval Station, Newport, RI overseeing 30 commands and 9,500 people, Interim Dean of the US Navy War College, and the Deputy Commander and Chief of Staff of the USS John Stennis Carrier Strike Group.

3. Captain Christopher Hammond

Education: MBA in Shipping and Logistics, London, UK (2012)

                  B.S in Marine Transportation from California Maritime Academy (2006).

Current active licenses:

            Master Unlimited Tonnage, Oceans

            Cayman Islands Shipping Registry CoC.

            Dynamic Position

            STCW including all current endorsements and compliances.

Capt Hammond is a chief mate/master on some of the largest yachts in the world, some of them owned by mid-east royalty. He has a train the trainer certificate and has taught during his time off at the community college, Seattle Maritime academy.

4. Todd Harter

Captain Harter holds a chief mate unlimited license having worked his way through the ranks where he sailed for many years as a master 1600 tons. Additionally, he has a towing endorsement. He has been an approved Coast Guard instructor having taught at Passport Marine in Pensacola, Florida. He has a huge wide variety of vessel experience. In addition to his licenses and endorsements, he also holds an unlimited DP certificate from the Nautical Institute.
